In February 2013, UP Baguio Chancellor Raymundo Rovillos signed a Memorandum of Understanding (MOU) with the United Nations World Food Programme (WFP) establishing the “Knowledge and Training Resource Center for Climate Change and Disaster Risk Reduction” or KTRC which will serve as a repository of learning materials on climate change and disaster risk reduction and management (DRRM) and a University-based training center in the Cordillera Administrative Region (CAR) that provides a package of climate change and DRRM-related capacity building programs. The creation of the KTRC was prompted by the realization that despite the proliferation of scientific studies on climate change at the national and international levels and the abundance of education and information materials on climate change and disasters on the internet and in some university libraries, these are not readily accessible to local communities that oftentimes are most vulnerable to disasters and the effects of climate change.
The University of the Philippines Baguio, through its newly established Knowledge and Training Resource Center on Climate Change and Disaster Risk Reduction, has again teamed up with the United Nations World Food Programme to enhance campus awareness and preparedness on climate change and disasters. The project, entitled “‘Change Starts Here’: Making a Climate Smart and Disaster Preparedness-Sensitive UP Baguio,” aims to establish UP Baguio as an academic institution marked by a pervasive culture of sensitivity to these issues as a means to enhance the KTRC’s role as a training and resource center on climate change and DRRM in northern Luzon.
