In February 2013, UP Baguio Chancellor Raymundo Rovillos signed a Memorandum of Understanding (MOU) with the United Nations World Food Programme (WFP) establishing the “Knowledge and Training Resource Center for Climate Change and Disaster Risk Reduction” or KTRC which will serve as a repository of learning materials on climate change and disaster risk reduction and management (DRRM) and a University-based training center in the Cordillera Administrative Region (CAR) that provides a package of climate change and DRRM-related capacity building programs. The creation of the KTRC was prompted by the realization that despite the proliferation of scientific studies on climate change at the national and international levels and the abundance of education and information materials on climate change and disasters on the internet and in some university libraries, these are not readily accessible to local communities that oftentimes are most vulnerable to disasters and the effects of climate change.
The KTRC as a resource and training hub will be housed at the Cordillera Studies Center (CSC), treated as a separate unit directly under the leadership of the CSC Director and sourcing expertise and resources from the existing programs of the CSC, namely Biodiversity and Resource Management, Climate Change, Governance and Public Policy, Local Language and Literature and Sustainability Science. It will rely generally on the disciplinal expertise of the UP Baguio faculty and staff but without precluding services which can be rendered by non-UP Baguio experts. It will facilitate coordination and productive interaction among stakeholders, such as LGUs, communities, NGOs and the academe. This hub will complement and serve community-based initiatives to contribute to greater resilience of communities to climate change and improved knowledge and skills to prepare for, respond and greatly lessen the effects of disasters.
